How to respond to 'cancel' in openpicturedialog?

I uise openpicturedialog to get a JPEG to load.
How can I handle a press of cancel from the standard dialog so I can display a message of my choice, and then re-rerun openpicturedialog rather than get the standard windows error message?

Tried seeing if openpicturedialog.filename was '' and then recalling openpicturedialog but if second attempt is still '' error appears.
