How to Resize? 1

I'm sure there's an easy way to do this:

I used the polygon-lasso tool to trace a person's face and then pasted the selected part into another Photoshop file that has as its basic layer a colored background.

So the colored background is Layer 0 and the person's face is Layer 1. Now I want to reduce the size of the face while keeping Layer 0 the same size. But when I select Layer 1 and try to use Image --> Image Size, both layers change size, so the face has not gotten smaller in relation to Layer 0.

What do I do to change just the size of the face in Layer 1 without affecting Layer 0?

Image size affects the entire image, as you have seen. You want to transform the particular layer...
