How to reset/enable MSDL and TMDI card?

I tend to do the MSDL commands in LD 96, although it's also done in LD 48.
Best to do e.g. STAT MSDL first to list them all out.
Typical commands are DIS MSDL xx to disable it.
ENL MSDL xx to enable it or ENL MSDL xx FDL to run the self tests.
RST MSDL xx to reset the card without having to reseat it on site.

If it's working, then leave it alone!.

For TMDI cards, the commands in LD 96 are similar:
STAT TMDI
DIS TMDI l s c to disable
RST TMDI l s c to reset a card
ENL TMDI l s c to enable card
ENL TMDI l s c FDL to enable and force a software download to the card (need to do this anytime you make a change in card programming, such as changing from DTI to PRI, DCH-type changes, etc.
