How to reroute connection when service drops, but interface is active

I have two internet connections hooked to two Cisco routers. Right now default gateway will forward traffic to the other router when the ethernet cable is pulled. However if the service goes down, but the physical cable is still connected the traffic won't head for the other router. Is there a heat-beat mechanism or somthing that can be used to redirect the traffic when this occures?
