How to remove outgoing call restriction - Merlin Legend 1

I have a Merlin Legend and WinSPM. We press 9 to get an outside line. But, I cannot figure out where to remove the restriction of dialing certain numbers such as a "1" In other words the system blocks dialing long distance after pressing 9 since we were using an 800 number programmed to a speedial button to access a long distance service. This restriction is global and not part of a disallow list. I do have disallow lists but it is only applied to 4 extensions. I am changing providers and would like to again be able to dial a long distance number by pressing 9 and then 1-555-231-1234 etc. I know how to de-program the button with the speedial but can't find where the system is blocking the other digits.
 
If it is on an individual extension or extensions, look at restrictions under extension programming. If it isn't an extension restriction it will be in the ARS tables and you will most likely need to print them and post them here for further direction.
 
Thanks for the reply phonesaz, I have included the printout of the system in a link. Let me know if it doesn't work. Yesterday, I removed nearly every entry from the disallow list and the system still blocks any attempt to dial a "1" after hitting "9" You will see in the list I have six extentions in the disallow list and they need to continue to be blocked. But, every phone in the building right now is blocked. We are changing LD providers today and I have to figure this out pretty soon otherwise nobody will be able to dial a LD mumber after the PIC change.

Kelly, look at your ARS table 17, it's blank. You need to make it look like table 18. The pool needs to be either 70 or 891 depending on which group you wish to route LD calls to. And don't forget to set the FRL for table 17 also.

Memphisribs, that was it. Using WinSPM, I made table 17 look just like 18 and it now works. My disallow list should still work for the six phones in it, right? I simply don't know enough about this old phone system to really even be dangerous but at work am expected to make it work. They are changing my PIC sometime around noon CST today and if I didn't have this working by then, we would not have been able to dial LD after that since we would not be using the other LD provider and their 800 number we had to dial.

Thank you very much, you probably saved me a 150 bucks by not having to call a tech support place.
