Could someone give me the steps to recover from the following situation.

A datafile was offlined and then removed from system - still appears on v$datafile.
How do I remove reference to this file as I wish to copy DB to a standby DB but it complains about missing file.

Did you try the search button ??

I did it for you, and found thread186-800802

You can generate a new control file and delete the associated tablespace.

with a DBA privilege:

---alter database backup controlfile to trace;

Generates a file in "udump" directory.
Find this file and deletes the associate datafile.

Next stops de db and stard in nomount state.

--- startup nomount pfile= init.ora file ..;
--@thecontrolfile file.
-- alter database open;

Might this helps-
