There are many ways to accomplish this, but it depends on a great number of things. The simplest (and probably most effective) is to put an inductive tap on the handset and plug that into the microphone port of your sound card. Then you can simply use any recording application that you have on your computer to capture the conversation.
You can also use a voice modem, but this method has a good deal of drawbacks. The addition of a second device on the phone line will reduce the power to the user, so it will be harder to hear.
And Radio Shack sells a current operated recording device (it starts the recorder when any phone on the line is picked up). It can be used with a PC to produce an application that will start and stop recording automatically, assuming that you are using an analog telephone line.
