how to query pc hardware

Dear all,
I want to write a program that will scan all of the hardware and show all the hardware's vendor IDs.
So what should I do first? Where to start? I mean, which programming language should I use. Delphi, Visual c++, Visual basic?
Is there anyone that can give me detailed info or source code etc..
