how to put sash in wh without a system up and running

Oh I'we got a problem I wish someone can help me to solve. How do I put sash in the volume header without having access to a shell. Normally I'd use dvhtool from within a shell in IRIX, but as I don't have any system up and running and need to initialize a new disk in my system the question is how? can it be done from the PROM monitor?

Boot from Installation Overlays CD and its pretty simple. Choose software installation from the initial menus.

OR
Assuming O2 and CD is on target 4.

PROM>>> boot -f dksc(0,4,8)sashARCS dksc(0,4,7)stand/fx.ARCS -x

Create Root partition.Write the lable and exit.

This is the normal way to start an fx session, I've tried that whithout success. That procedure puts sgilabel within the wolume header, but not sash.
