How to put relay emails to the queue?

Hi,
Currently I have this sendmail server setup to relay all emails to my exchange. However, if my exchange is not available, it will not send. How do I configure it, so that the sendmail server will hold my mails into the queue?

Here is my mc file, is the FEATURE('msp') the option I should use?

Seems like putting this in submit.mc -> submit.cf worked

FEATURE(`msp', `127.0.0.1', `MSA')

Why does MSA option has to be specified, why does 127.0.0.1 has to be specified? this is really strange..According to my reading, they shouldn't. but guess what, if u don't use them they won't work.
