How to put a border in a layer?

1. How can I put a little border in a layer like this site ask.com? (the white layers)
2. How can I put single space for the text in a layer?
3. How can I put a margin to the text inside the layer?

Try using a table instead of layers...

you can put a table in a layer as well and put borders in the table which works for IE not Netscape (I think!)
