How to provide access to different people

I got a database where only the Administrator have full access control (Ready, Write and Modify) and others have only Ready only access.

I am having a problem when ever Administrator got the database open others can't open and database and when ever others got the database opened the Administrator can’t enter or Modify any records.

if there anyway that i can over come this problem?

Looks like your administrator has set his access to open bases exclusively.
Have a look under tools/options.
