How to properly set up a reciprocal link.

I will really appreciate anyone who wouldn't mind explaining how to set up a proper link on a web site and the proper information to send to another site when setting up a reciprocal link.

To clarify I know how to make a hyperlink just not how to properly title and describe it.

well your link on another site can be

<a href="yoursite" title="Title text">Your Keyphrase Anchor Text</a> A short description of your site
or
Code:
Visit sitename for <a href="yoursite" title="Title text">Your Keyphrase Anchor Text</a> then a short description of your site

and the link on your site can be set up the same but use a keyphrase suitable for the target site.

Where possible use a mixture of keyphrases for your anchor text and try to get deep links rather than just to the domain name. And never, ever word a link to href="sitename/index.htm" just href="sitename"
