How to propagate changes whn using MQ Explorer?

I am using MQSeries for windows 2000 and NT version 5.2. Whenever I make some changes, such as adding a queue manager or joining a cluster, it is very hard for other queue managers to recognize that change. I tried restarting just the queue managers but that does not do it. So it takes restarting all machines where queue managers reside for them to recognize the changes. Is there something that I am not doing right? There must be an easier way to propagate the changes????
 
Refresh MqExplorer.

As an aside, try refresh cluster command.

Moreover any changes would be immediately propogated if all the clussdr channels are running and dis clusqmgr(*) shows all the qmgrs in the cluster.
