How to programatically create Shortcut (*.lnk)

I would like to create an applet (or script) that moves a file from a selected directory to a standard directory. Then, in place of the file, create a shortcut to the file's new location.

Has anyone done this before that would be willing to share the code? Is anyone aware of anything out there that already can do this very thing? (We don't want to re-invent the wheel now, do we?)
