How to program old definity system for 911 and 0 calls only from phones

We are trying to figure out how to program the analog extensions for the lobby phone, pool phone, etc so that they cannot dial local calls, toll free calls, but only able to dial 0 for the switchboard and 911 for emergency. The console uses the control restriction feature to set the phones to total restriction or local/toll free.
Phones are COS 2 COR 2 and are not guest room phones

COR 2 = FRL 4
ARS ANA 11 goes to Route Pattern 11 and call type is alrt
ARS ANA 911 goes to Route Pattern 9 and call type is alrt
Route pattern 11 is grp 1 FRL 0 NPA=our area code Pfx Mrk 1 del digits 2 and insert digits 911
Route pattern 9 is grp 1 FRL 4 NPA=our area code Pfx Mrk 1

First question we have is that can we program the system to just allow the internal dial 0 and the external 911 from these phones?
Next question is what status should we have the restriction set to from the console.

Any help would be greatly appreciated guys.

Controlled restrictions will prevent them from making any calls. Assign the stations to a COR with an FRL of 0 (zero). The Route Pattern for 911 should also have an FRL of 0. Route Patterns for local and other calls should have a minimum FRL of 1. The stations with FRL 0 will be able to call the switchboard and the stations in rooms.
