How to program for 911 outcalling? 1

Hi, I need help in checking to ensure all the COR's in a PBX allow for calling to the 911 Emergency services.
 

We setup a specific route pattern for 911 for every site, each route pattern has an FRL of 0, the lowest possible FRL. That way, any phone assigned a COR with FRL 0 and up can call 911.

Turn on the disassociated sets with a super restricted COR that allows outbound 911, and maybe internal dialing if you desire.
