How to prevent Outlook Item from being deleted?

Is there a way to prevent an Outlook item from being deleted when it reaches the user's PC only if the item has not been read?

So, this means if the item was read, then it would be OK to delete it, however if it was not read, then the item cannot be deleted...

Any thoughts?
