How to prevent custom menu bar plug-ins from installing?

Whenever someone installs a custom Microsoft Office menu bar plug-in, such as Yahoo! or Adobe, the plug-ins force Access applications into Exclusive mode during start up. As the plug-ins install themselves during each start up they force the application into Exclusive mode, locking out later concurrent users.

Is there any way to prevent custom plug-ins from installing?
 
I've got nothing on preventing the toolbars.

But if you use access security and the only thing you do is remove admin and users permission to open the database execluseivly, that may kabosh the problem.

Catch is you will have to compact and repair the database using the workgroup or use jetcomp.exe instead.
