How to perform multiple forward on no answers

Let us imagine that phone "1" forwards on no answer after 6 seconds to phone "2".
Similarly, phone "2" to phone "3".
All this internally.
It doesn't work.
But this is explicitly stated in the documentation, which tells us:

If a call is forwarded to another internal user, it ignores any Forward on No Answer and Forward on Busy settings of that user. However, it will follow their Forward Unconditional settings if set.

How to fix it or find a workaround ?
 
You can't, and you don't want to.

The customer should ANSWER the phone..

And if he does not do this, it's HIS problem, not yours.

We say here 'Dont try to fix a organization problem with a technical solution'
