How to Perform a FULL System State Restore of an Active/Active Cluster

I am running an active/active cluster as follows:

2 * DL380
ARCserv 2000
Both clusters are acting as Domain Controllers

I wish to be able to take a tape backup and restore this to a matching configuration at another site. To date after multiple attempts of following CA recommended white papers I am getting no success. It just will not restore the System State and I do not want to have to rebuild the server manually.

Is there anyone out there who has performed a successful FULL backup of an active/active cluster and then restored it to a DR site?

Ideally I am looking for an automated process with MINIMAL manual intervention.

Any assistance would be greatly appreciated.
