How to overcome limitation on 2007 MDE files?

Access 2007 provides the capability to produce files which can be opened with Access 2003. However, the continuing development of additional VB programs which will be compiled and included within these deliverable files, as well as the monthly production of the MDE file type for use with the runtime edition of Access 2003, is not possible. This fact is clearly documented by Microsoft in their Microsoft Support Database at:
Is there any option or suggestions to overcome this limitation?

Is it possible for you to use the free 2007 runtime?
 
Yes that could be an option. But how using the run time will help me overcome the limitation? What do I need to do? Or where can I read about it?

I may have misread your post. Do you wish to distribute a 2003 database to people who will then continue to develop database file? Runtime versions of any product are intended only for running the programme, a full version will always be needed for development.
