How to open computer ports?

I'm checking to be sure that 4 or 5 computer ports that a company gave me are open. I'm having problems with there site and they told me that ports 21,80,443,8570 &8571
and 4444 to 4484 inclusive must be opened. How do I find them and open them? Thanks
