How to open an off-site link in a window of my choice

Hi All,
What I would like to do is open a new window when someone clicks on a hyperlink and have that window announce at the top that the person has just left the site and to get back to the sending site close the window. You can see this if you have a hotmail account and open an email that has a hyperlink in it. You get to your destination but on top of the new window is the message that you left hotmail. I need to do this to comply with some banking regulations.
