I have an Excel file on my desktop that i cant open

Error message
********************************************************
The file cannot be access, the file may be read-only, or you may be trying to access a read-only location, or the server the document is stored on may not be responding.
*********************************************************

I create that file and was able to access it till this morning , the file has been rename and still, i have the same message

Help please

1) Reboot your PC.
2) If another user (PC) has opened the file, reboot that one also.

I think it has something to do with Excel file locking, that doesn't always work.
 
The PC where the file was as already been reboot
I transfert the file on another w/s
And i at still have the same error message

At that point i would like to be able to open the file with any other viewer in order to retreive the data, and so far
i am not able to

This has happened to me a number of times . . . . .
I think there is "another" PC involved. When found, and rebooted, it fixed the problem for me.
