In that context you would have to consider it to be a binary file. If you want to view on a monitor so it displays as it would print on a laser printer, then you will need special software to do it.
I don't know if there are any PCL to CSV programs around. You could certainly strip out the PCL code from a file, just leaving text, but there is a good chance that it would NOT be a useful text file.
Perhaps someone else has some useful experience in this area.
I am not sure what you are asking for either. You have a database file where you need the information comma delimited that someone sent to you in a PCL format?
Anyway try doing a search for pcl2txt or pcl2ps or pcl2pdf
If you can convert it to any other format you may have a easier time getting it to text
