How-to on creating a new ACD phone from the ground up?

Currently running an Opt61c, with CC6.

I'm relatively proficient with everyday tasks, however I have not had to work with adding or removing users to the CC6 system. I'm now being asked to add a few new users to an existing queue. They will have new personal DNs, as well. I've tried to review posts to find similarities, but I cannot find anything 100% definitive to my situation.

Do I create a phone normally (either new, or a copy from existing 2616) with the LD11 overlay, or is there a specific method? I do realize I need to add the user information to CC6 and acquire the phone once it's set up in terminal, but need some guidance, if possible.

Always build ACD phones as new, never copy. You will need to make sure the que you are adding them into has the MAXP set in the ACD que programming high enough to add the users. This is basically your default que because once the user is acquired by CC then it takes over the phone. If for some reason CC goes down then the phones will be routed based on this programming.
