How to obtain Percentiles by using Query

Since there is no percentile function I can use in Query, is that possible write a query to calculate percentiles?

Can I call a public function in Query?

(SELECT Min(ColumnName) FROM TableName A
WHERE (SELECT Count(*) FROM TableName B
WHERE B.ColumnName<=A.ColumnName)
>= X * (SELECT Count(*) FROM TableName) XPercentile
