How to NOT install VSE 7.0 for dial-up users

We're running EPO ver 3.0 and want to push out VSE 7.0 to the entire company. The problem is pushing out the new VSE to dialup users would literally kill their bandwidth and thus, we are looking for a way to distinguish them out. Is there any way we can script/configure EPO to push out the new VSE to all clients who are currently connected to the network via a direct connect and NOT push it out for clients currently connected via dialup? A couple of other posts mentioned about the DialAPI built into the OS, but how can I take advantage of that and script/configure EPO to distinguish those clients? Any help is appreciated.
