how to monitor users operations ?

When a user login system they will get a 'pts' device from OS such as 'pts/2,pts/3,etc...'. My question is how can I monitor the informations/messages which write to this devices? Because I want to monitor the users operations .

The "whodo " command will show you who is running what if that is any help.
