How to Migrate Exchange 2003 Public Folders to new Server

I am in the middle of a hardware migration where we are moving from Dell PowerEdge servers to HP Blades. I have built a new Exchange server and need to migrate the public folders from the existing Exchange server to the new one.

The new system is currenlty in an isolated staging environment. To use the PFMigrate tool, will both the systems need to be on the same network, or at least in the same routing group?

Any suggestions?
