How to maximize screen?

I am making a screensaver. How to make the screen maximize? -when I run the program from the "vb environment" all works fine, but when I run the exe (scr) it only minimize as a label in the left corner of the screen and maximize when I press it.

how to make it maximize it when windows run it?
