How to make waves

sorry to post it again thsi question but some how my question (or the answer )is not on the forum anymore....may be some technical problem.
anyway, my question is that i want to show an ocean scene with waves gently lapping .i tries the technique using mask layers to create waves animation but it is not so smooth, is there any better way to do it
