How to Make Netware 4.11 Password Administrator

I would like to know how to make an IS staff member a password administrator only in Netware. I only want the person to be able to reset user passwords. This access needs to be for all users in the NDS tree.

This is a Netware 5 function. Netware 4.11 does not have the capabilities.
