I've sumitted this as a FAQ but since I asked the question here, I thought I would post what I have found.
After spending a lot of time trying to figure a workaround to the Glitches in Access 2000 Charts, I think I have come up with a procedure for making control charts. I believe this process should also work for many of the advanced chart types. First, I must give credit to faq703-5180 for his post. This gave me the basic idea for this process.
Create Your Chart in Report design view
Use the standard bar graph and select 3 field from your query
Ø Don’t do anything except save your report .
Ø Enter into the report in design mode.
Ø Go to print preview.
Ø Go to file / save. (Important must uses File/Save, not the tool bar)
Exit out of the report.
Ø Re-enter the report in design view.
Change Cart Type
Ø Double click then Right click on chart body and select chart type.
Ø Select Custom Chart type Tab.
Ø Select Line- Columns on 2 axis- Bar-graph.
Ø Click OK.
Ø Right click on chart and select properties.
Ø In Properties box select Row Source and delete.
Ø Click next to Row Source to activate SQL query builder.

Ø The chart currently only shows 1 control line you will need to delete the column that has your 2nd control line.
Ø After you have deleted the column right click and select insert COLUME.
Ø Now retype the 2nd control line name, VERY IMPORTANT, make sure you type the 2nd control line name exactly as it appears in your query.
Now the save process Last time Do Twice
Ø Go to print preview
