How to make a pdf on-line form that can be emailed

I have a couple of pdf's that I want to make into on-line forms that users can fill out, save to their hard drive or email.

Do the pdf have to be designed specifically as a form that is writeable? Or is that a document property.

How do I do this?

I'm more of a db / web developer. I'm a little out of my element.
