Type text, make it the size you want, go to Effect Menu/Warp/Arc. You'll get a window to select other warp effects besides Arc. Click Preview box to see changes before applying.

Another way to warp text: Click on box with text. Go to Type menu/Create outlines. Select Warp toll on tolls pallette - there are variations whcih show if you click and hold on Warp tool.

The first way is easier, with more control.
 
I went to the effects menu in illustrator but i dont see warp and arc, i also tried the second option but i dont see anythign that says warp on the tool pallate.
 
You might be using an old version. Effects Pallette is Warp, with Arc,etc as sub selection. Warp tool is located under Rotate on tools pallette.
 
im using version 9.0, and there is no warp underneath the rotate tool, what version are you able to do this with?
 
In 9 it's easiest to convert text to outlines, go to Object/Ungroup then resize the individual letter to create the effect - tall at end, shorter towrds middle.

If you have photoshop 6 or later, the same effects as described earlier are availabe in the filter menu.

Ill 11 (CS) is a huge improvement over 9, with manymore features and vastly improved type controls.
