How to log internet usage by user by website?

Rather than institute an internet usage ban on our network users, management would prefer to monitor usage by user and determine when to reprimand. How can I go about collecting this information cheaply?

I've got MS ISA and firewall client available to me as part of Win2k server. Is that part of the equation? Is there any way that I can do this though without installing conspicuous software on each and every one of my user's computers on the network?

Right now we've got a netopia R910 router with a few Win2k servers on a ~50 user network connected by a cable modem to the internet.

IMHO, either take it away totally or don't restrict their usage (other than the obvious...i.e. porn, chat rooms, file trading, Ebay.) You're jumping headfirst onto a slippery slope when you start monitoring across the board and then impose an arbitrary line between whose surfing is barely ok and who gets a reprimand. At any rate, go forth and search, mon frere...a google serach on "monitor internet usage" turned up 833,000 hits at 8:30 am, EST.
