how to lock down local polices to only apply to user not admin

Is there any way I can lock down a machine which is in a workgroup so that local polices only apply to user and the account set-up as the admin one has not restrictions.

I have looked at a micrsoft artical for 2000 about messing around with pol file but this did not seem to work.

Money is not eveything its what you do with that counts!
