How to limit user to 16 hosts IP adds on a /27 subnet

Hi-

I have a user that's requesting 16 public IP adds for hosts. As you know, the closest we can get is a /27 which has 30 hosts. What's the best way to limit them to 16?

Here's what I'm supposed to configure my router to send him a /27:

ip route xx.xx.xx.xx 255.255.255.224 1.2.3.4

What do you suggest?

Would they accept a /28? yeah its two short of the 16 requested, but closer than a 30 host block. Might be easier and more reliable as well.

 
I agree...perhaps VLSM the /27 into a /28 and /30

/28=14, /30=2, 14+2=16
