How to limit use of the "*" all users wildcard?

Thanks in advance, Is there any way to limit the use of the "*" all users wildcard? Is there a way to limit it to use by certain users? I am wondering so that I can limit the number of "Out of the Office" and other mass mails.

Rather than use *, it's better if you establish Distribution lists and put whoever on the lists that you want..

So for example, set one up called "marketinggroup" that only includes people in that department. That way when people need a way to send mass emails, it can at least be somewhat targeted.
