How to limit the number of Email recipients?

Hi,
I've recently added delivery restrictions to send some of our larger distribution lists and this is working fine, but is there any way in which I can limit the number of individual recipients that a user can send to in one email as the users are getting round this by just selecting all the individual addresses.

I think you can use Rules in Outlook to setup server side rule to limit number of recipients in one mailing. Failing that, I suggest a "crash" that affects the users' mailbox (resulting in lots of IT complaints to Human Resources)everytime they exceed the number indicated in the written e-mail policy for your company...
