How to limit size of users print jobs

Hi

I am the technician at an adult education centre. We are turning 1 of out rooms into an 'internet cafe' type deal, with tutors and students allowed to come in and use the computer suite.

We are looking for a way to stop users abusing the colour printer with long print jobs.

There is no print server in the room, just a bunch of PCs connected to a router and a HP 4500DN hanging off the router.
Is there a way to limit the size of a print job from within the HP setup menu, or from within Windows 2000 (all the PCs use this OS)? Perhaps there some free software that will do the job?
There is lots of software on the web which has this functionality but we'd have to buy 12 licenses and load it on each individual PC.
