How to limit a process

I need to limit the processing power devoted to a process ?
This particular process has a unique login and tends to run large xml uploads to the database whereas the other clients are accessing the database on a single record basis. these clients get huge - 3minutes per web page - slowdowns when the upload takes place.

any suggestions on how to throttle the single process would be useful
