How to know if modem answers ?

I am trying to determine what transpires on the remote host when I attempt to dial. I get modem responses for NO DIALTONE, BUSY, NO CONNECT, AND CONNECT. Is there any way to determine if a modem has picked up the incoming call on the remote host, but a connection could not be established ? I'm trying to track whether or not I will receive a charge for the phone call or not.
 
Unfortunately, there is not a good way to do this in ASPECT. If you monitor the $CARRIER system variable, you can tell if a connection was made, but not if a connection failed. Monitoring $CNCTMSG will give you the connect message for a successful connection, but not the reason a call attempt failed. The only workaround I am aware of is to make all of your calls using AT commands while in modem command mode and then look for the messages returned by the modem.

i work for a provider and billing SHOULD start on answer supervision. if for any reason the connection fails, charges still apply. has to do with the feds and legal tarrifs.. answer supervision occurs on a standard loop start trunk (home style) when the central office sees a 600 ohm short after line access.. not any help but just fyi

I know it's possible. I have an eFax account and when my faxes don't get sent, they are able to tell me why. They can tell me if the fax machine did not answer, if a human answered the phone, etc.. I just need to know if something picked up the phone call on the other end. Because that means I get charged for the call. A modem can pickup, but not connect.

I posted the same question in the Hayes Modems forum. I'll post any responses back here for your info.

The problem is that Windows gets this information from the modem, but Procomm doesn't retrieve that information for failed calls for whatever reason. If you use modem command mode and make your calls using AT commands, then you would see the connect messages or errors in the terminal window.
