How to keep voicemail number active with no physical phone 2

A user who's now roaming outside the office would like to keep the corporate phone number for customer messages.

I'd like not to have to keep his phone connected somewhere in the office just for voicemails

I've tried disabling the phone (via ld commands) to get a fast busy when the number is dialed...

How can I keep a phone numbers voicemail active with having a physical phone connected somewhere?

Remove his phone and build a dummy ACD with his DN and set the NITE option to your Voicemail pilot DN. Calls come in and go directly to voicemail, no phone, no license, no hardware.

why not just use a phantom TN? Build a 500 set and then setup VM on it.
