How to Keep Together Sub-Report Output?

I have two- and three-deep sub-reports inside a main report in Access XP. I chose sub-reports rather than grouping because otherwise the main query would have been very complex.

My problem is that the "keep together" functionality doesn't seem to be working within the sub-reports. Despite setting the "keep together" property to "yes" within the sub-reports, the output of the sub-report (a few lines at most) is sometimes split across pages of the main detail section.
