How to keep my Outlook folders when I go to Windows 8 mail? 1

I have Window XP and Outlook Express on my computer. I want to get a new computer with Windows 8. I have a lot of valuable information in folders that I have created in Outlook. Does Windows 8 e-mail allow you to create folders? How do I get my folders from Outlook over to my new computer? I really appreciate the help. Larry
