How to install modem in AIX 4.3xxx

I'm trying to add a modem to my aix system.
My modem is attached to tty3 so what else I need to do
on my system in order for it to recognize a modem.
I want also to be able to dial in to my system from outside
What I need to do to make this work?
Please be very specific when outlining steps on installing modem and making it answer external cals.
