You do not even need a bootable HD, as long as it's been fdisked and the primary partition made active.
You could also use the utility that came with the HD.
Once that's done, boot either to the bootdisk, or the CD itself (BIOS option).
If you use the bootdisk, select with CD-ROM support, and run setup from there.
If you boot directly to the CD, it will start the install automatically.
The windows setup will format the HD for you.
